PROFESSIONAL PROFILE-
Mr. Manger is a Registered Professional California Land Surveyor with over 30 years of senior level experience in supplying agency consulting, project overview, and inter-governmental coordination. He is skilled is every aspect of surveying and mapping, compliance with applicable project management, GIS coordination, and title company services. Mr. Manger is also a Subdivision Map Act expert with extensive knowledge of California streets and highway codes.
His extensive skills and experience have been applied full time at the City of Elk Grove CA during 15 years of rapid population growth. During that time, he supplied consulting services performing as the City’s de facto City Surveyor for the Public Works and Development Services Departments.
Drawing on his Elk Grove experience and an earlier decade of experience working as an outside survey & mapping consultant for the City of Palmdale, together with prior title company and large project experience, he can bring the knowledge and insight necessary to fulfill the needs of any local agency.

Since 2004, served as a consultant to the City of Elk Grove functioning as a Licensed Land Surveyor in the Public Works and Development Services Departments. Specific duties included:

Review tentative maps, design reviews, and conditional use permits to supply input for conditions of approval.

Finalize maps ensuring accuracy and compliance with conditions of approval.

Prepare final documents such as agreements, bonds, staff reports, and resolution for council approval.

2. Flexibility. I can provide services for a day, a whole year or any part thereof, on a contract basis.
I carry the Agencies required insurances.

Training
I can offer training to Staff and can offer advice to the City Departments on the processing of Tentative Maps, Lot Line Adjustment, Mergers, etc. from the prosecutive of a Land Surveyor as to their involvement in the process.
I have worked with the City Attorney's office to change the Municipal Code to allow for Parcel Maps to be signed by the City Engineer and City Surveyor as to not require Council Approval.
